I am directed by the Marquis of Salisbury to transmit

to you copies of a note from the Chinese Minister and

of His Lordship's reply, respecting the proceedings of

secret societies in the South of China directed against

the constituted authorities, and I am to request you

to move Mr Secretary Chamberlain to issue instructions

to the Governor of Hongkong to continue his endeavours

to prevent any revolutionary attempts from being

prepared in the Colony.
